		<description>I agree with your assessment that the mpg should have been set higher to encourage fuel efficiency. And some of the other points as well. 
 
However, I am planning on taking advantage of this program. Turning in my 96 Explorer for a Prius.  
 
The Explorer is in poor condition worth approx $1900 from KBB. (I think it&#039;s worth less than that). 
 
Also, keep in mind that I have a well paying job (under 6 digits) but have been waiting for an incentive to not drive my current vehicle or purchase another one. 
 
Just another perspective on this issue.
